Questions from a newbie

I am just staring with XL and have a question. What I want from XL is to use it as a touch screen remote control. I plan on placing a 12" touch screen next to my couch running XL. I want to program buttons in XL to control my HT systems. Can XL learn through a USB-IRT? Can it transmit Ir signals trough the same USB-IRT? If so any recomendations on a model.
